Giuseppe de Capitani d'Arzago was born into a noble family, titled marquis. Graduated in Law from the University of Pavia, he worked as a company administrator at the savings bank (of which he was also president of the association of the Lombard provinces from 1924 to 1944 and of the national one from 1931 to 1943). Titled with numerous honours, he began his political career at the beginning of the twentieth century with the Italian Liberal Party.

He was elected deputy for the first time in 1913 and also confirmed his seat at the end of the political elections of 1919 and 1921. National secretary of the liberals from 1919 to 1922 (with a brief interruption between April and June 1921), he was the promoter of the PLI-PNF alliance and became the Minister of Agriculture of the Mussolini government; previously he had been undersecretary of state at the Ministry of the Treasury and Public Education.

He remained in the Duce's executive until 5 July 1923; he continued his political activity, becoming president of the international savings institute and subsequently mayor of Milan (6 September 1928) after the previous mayor Ernesto Belloni had been involved in a bribery scandal.

He resigned as mayor of Milan on 19 November 1929 to accept the nomination as senator of the Kingdom. He was also vice president of the Senate from 1934 to 1939.

After the fall of fascism, in 1944 he was referred to the High Court of Justice for Sanctions against Fascism; the proceedings ended in failure to proceed due to his death, which occurred due to natural causes.
